Amazon Web Service (AWS) đang giữ vị trí dẫn dầu tại thị trường Cloud Việt Nam và đang tích cực quảng bá việc sử dụng Cloud nước ngoài AWS cho các doanh nghiệp lớn trong nước thông qua việc hợp tác chặt chẽ với chính phủ Việt Nam.  Tuy nhiên thực tế là các Cloud nước ngoài như AWS, GCP (Google Cloud Platform), Microsoft Azure, Alibaba vẫn đang có máy chủ (server) ở nước ngoài và chưa đáp ứng được quy định về lưu trữ thông tin trong nước (Dự thảo Nghị định sửa đổi Nghị định số 72 Luật An ninh mạng) do chính phủ đưa ra.  Tất nhiên, mặc dù các doanh nghiệp Cloud lớn của nước ngoài phản đối lệnh cấm chuyển giao dữ liệu xuyên biên giới của chính phủ Việt Nam, AWS nói rằng họ muốn bảo vệ dữ liệu khách hàng và tuân thủ những quy định của chính phủ trong việc vận hành dự án Cloud cho dù ở bất cứ quốc gia nào.
